Abstract: Traditional meter reading for any utility
consumption and billing is done by human operator from
houses to houses and building to building. This requires
huge number of labor operators and long working hour to
achieve complete area data reading and billing. Human
operator billing are prone to reading error, also has
errors while recording what was read and during data
entry. Hard to access meters at rural accounts, indoor
meters, obstacles. Conveying tamper recording remains
on the meter reader’s loyalty. Also no clue on demand/
over drawls by the consumer. If there is delay in meter
readings, delay in bills delayed revenue, delay in cash-
flow. Automatic meter reading, or AMR, is the technology
of automatically collecting consumption, diagnostic, and
status data from energy metering devices (electric) and
transferring that data to a central database for billing,
troubleshooting, and analyzing. This technology mainly
saves utility providers the expense of periodic trips to
each physical location to read a meter. Another
advantage is that billing can be based on near real-time
consumption rather than on estimates based on past or
predicted consumption.

I. INTRODUCTION
Traditional meter reading for electricity consumption
and billing is done by human operator from houses to
houses and building to building. This requires huge
number of labor operators and long working hour to
achieve complete area data reading and billing. Human
operator billing are prone to reading error as sometime the
houses electric power meter is place in a location where it
is not accessible. Labor billing job is also sometime
restricted and slowed down by bad weather condition.
Printed billing has the tendency of losing in the mailbox.
This increases the energy provider operation costs for
meter reading. In order to achieve efficient meter reading,
reduce billing error and operation costs, Automatic meter
reading (AMR) system play an important role to address
the above mentioned problems. Automatic meter reading,
or AMR, is the technology of automatically collecting
consumption, diagnostic, and status data from water meter
or energy metering devices (gas, electric) and transferring
that data to a central database for billing, troubleshooting,
and analyzing.
The GPRS Automatic Meter Reading system takes
advantage of the available GPRS infrastructure
nationwide coverage in the country and the Short
Messaging System(SMS) cell broadcasting feature to
request retrieve individual consumers and building power
consumption meter reading back to the energy provider
wirelessly. The store and forwarding features of DATA
allow reliable meter reading delivery when GPRS signal
effected by poor weather condition.
II. PROPOSED SYSTEM AND DESIGN
A. Existing System
Energy meter reading is a monotonous and an
expensive task. Now the meter reader people goes to each
meter and take the meter reading manually to issue the
bill which will later be entered in the billing software for
billing and payment automation. If the manual meter
reading and bill data entry process can be automated then
it would reduced the laborious task and financial wastage.
B. Proposed System
Automatic meter reading, or AMR, is the
technology of automatically collecting consumption,
diagnostic, and status data from energy metering devices
and transferring that data to a central database for billing,
troubleshooting, and analyzing. GSM / GPRS
communication capabilities with TCP/IP and FTP stacks.
RS 232 / Optical serial communication port to
communicate with the meters using different protocols.
III. GSM/GPRS MODEM – SIM900
GSM: Global System for Mobile Communications
(GSM), originally “Group Special Mobile” is used to
describe protocols for second generation (2G) digital
cellular network used by mobile phone. The GSM
standard was developed as a replacement for first
generation (1G) analogy cellular networks and originally
described as a digital circuit switched network optimized
for full duplex voice telephony. This was expanded over
time to include data communications , first by circuit
switched transport, then packet data transport via GPRS
(General Packet Radio Services) and EDGE (Enhanced
Data rates for GSM Evolution or EGPRS).
